Job Description

Contracts Senior Manager

As a Contracts Senior Manager working for Hepburn and Sons LLC, you will be assigned as part of our indirect workforce to support both our internal and external customers in the maritime industry and Department of Defense (DoD). You will be welcomed into a dynamic group dedicated to mentor and support our entire work staff at all levels. You will hone your skills in government contracts administration. In this role, you will be expected to:

  • Direct and oversee contracts throughout their life-cycle
  • Serve as the liaison between companies, employees, customers, vendors
  • Act as the main facilitator for negotiations, recommendations, record keeping, monitoring, and change management

Responsibilities:

This position requires you to work with the Chief Financial Officer to successfully oversee contracts from drafting all the way to execution. You will be create, analyze, prepare, negotiate and manage all the organization's contracts to include: Non-Disclosure Agreements (NDAs), Teaming Agreements, contracts, subcontracts, Memorandums of Understanding (MOUs), Indefinite Delivery Indefinite Quantity, Intellectual Property (IP) Agreements, etc.. In this position you will assist in responding to and tracking government solicitations of all contracts including Request for Proposals (RFPs), Request for Quotation (RFQ), Small Business Rapid Innovation (SBIR), Small Business Technology Transfer (STTR), Systems Engineering and Technical Advisory (SETA), and other large volume government proposals relating to management consulting. Additional responsibilities:

  • Contract drafting, evaluation, negotiation, and execution
  • Develop and implement procedures and policies
  • Records management
  • Interface with project management regarding life cycle contract management
  • Regularly interact with program management, finance, business development and with customers as required
  • Perform contract closeouts in a timely fashion
  • Review contractual documents for accuracy, performance risk, and conformance with contract terms and conditions and other provisions, including applicable federal regulations and business team objectives. This includes contracts, contract briefs, purchase orders, representations and certifications, non-disclosure agreements, teaming agreements, subcontractor agreements, and vendor agreements
  • Provide support for bid review and proposal requests, specifically review of contractual and legal terms and conditions
  • Correspond with clients regarding contract status (contract acknowledgements, applicable terms, and conditions), requests for additional information, etc.
  • Negotiate with clients to close differences in desired terms and conditions to finalize agreements
  • Manage all subcontract agreements across the different divisions
  • Work with team members to ensure contract requirements are fully understood and executed
  • Coordinate functions associated with contracts' insurance requirements
  • Support annual insurance, financial, and client audits
  • Track deliverables, Period of Performance, and funding/ceiling metrics
  • Support Cost Narratives and Organizational Conflict of Interest (OCI) assessments
  • Develop strong working relationships with engineers and staff at all levels of the organization
  • Develop expertise in Intellectual Property (IP), patents, and other areas pertinent to the business operations and future growth of the company to become an in-house source of knowledge and advice for the company

Qualifications:

  • Requires a BA degree in Business Administration or a related field with 10+ years of prior relevant experience
  • The ability to obtain a Secret clearance or above
  • Experience negotiating terms and conditions
  • Successful track record of managing a variety of contract types (FFP, T&M, CPAF, CPFF), interfacing with internal and external customers, other functional support staff, and suppliers
  • Strong organizational, written and oral communication skills
  • Must be able to work independently, establish priorities, and meet deadlines with minimal supervision
  • Working knowledge of the FAR and DFAR
  • Demonstrated ability to develop effective relationships internally and externally with contractors to drive results
  • Preferred familiarity with Deltek Costpoint modules for project setup and Purchase Order development and entry
