The LRC, the nonpartisan research and support staff to the South Dakota State Legislature, is accepting applications for a permanent full-time Legislative Research Analyst . An applicant must have an interest in the legislative process or state government. A remote work option may be considered for the position. However, a full-time presence in Pierre is required during the legislative session and periodically throughout the interim.

Duties and Responsibilities: A Legislative Research Analyst will assist legislators by providing accurate, objective, and relevant research information. The significant duties include the following:

  • Draft and edit bills, resolutions, and amendments to implement legislator ideas;
  • Staff legislative standing committees during sessions, consult with committee chairs to develop agendas and obtain testimony, prepare committee reports, and draft amendments;
  • Compile data and conduct general and legal research for legislative committees and individual legislators;
  • Staff interim committees, consult with committee chairs to develop agendas, assist with meeting arrangements, prepare background materials, and prepare final reports;
  • Review administrative rules for form, style, and compliance with statutory authority; and
  • Research and write issue memoranda on selected topics for review by the Legislature and the public.

Minimum Qualifications: The successful candidate must possess the following:

  • A master's degree with course work or experience in research methods, a juris doctor degree, or a bachelors degree in public policy, political science, public or business administration, economics, or a related field;
  • Strong research and analytical skills;
  • Strong writing skills;
  • A willingness to develop expertise into various policy areas;
  • The ability to communicate, both orally and in writing, in a manner which can clearly and efficiently convey information to legislators and the public; and
  • The ability to work under tight deadlines and extended hours during the legislative session.

Salary Range: The salary will range from $72,000 to $112,000. Actual starting salary will depend on qualifications and experience.
