PRB is seeking a policy analyst committed to data-driven, equitable approaches to climate change adaptation who will provide technical support to activities in the International Programs (IP) department. For nearly 100 years, PRB has focused on improving people’s health and well-being through evidence-based policies and practices, with a focus on population data. As the impacts of climate change worsen, we are expanding our longstanding work on population and the environment to research and advance integrated climate adaptation and demographic strategies that build resilience, are informed by community priorities, and elevate women as leaders in climate responses. This position will play a key role in shaping and growing PRB’s climate portfolio.

This position is an ideal opportunity for a candidate who has experience in international climate adaptation and resilience and is committed to connecting these issues to population, gender, development, and equity. The successful candidate for this position will thrive in highly collaborative settings, will be comfortable distilling complex data for policymakers and program implementers, and will have experience working in low- and middle-income country contexts. In addition to fluency in English with excellent writing skills, we are seeking candidates with a high level of working proficiency in French.

Primary Responsibilities :

Under the supervision of a program director and working closely with several teams, the successful candidate will:

  • Be a key contributor to development, implementation, and growth of IP’s climate portfolio, which focuses on the connections between population data, climate adaptation programming, community resilience, and gender. Tasks may include conducting assessments of climate policy frameworks and actors at global, regional, and national levels; proposing and rationalizing new directions for PRB’s climate portfolio; building connections with new and existing organizational partners; organizing and generating content for events and published resources related to PRB’s climate work; and assessing alignment between PRB’s climate portfolio and related business development opportunities.
  • Author and provide technical input on diverse PRB materials related to climate, population, health, gender, and other topics. Tasks may include conducting background research, gathering literature, analyzing data, writing findings and implications, and revising content based on internal and external review.
  • Ensure PRB’s technical insights on climate topics are reaching and being used by intended audiences, including developing innovative ways for PRB to communicate this information. Tasks may include developing messages to enhance the appeal of technical resources; sharing resources with regional and country-based audiences; and engaging with audiences to learn about practical application and use.
  • Manage the planning and successful execution of activities in one or more projects related to climate, demography, gender, and/or health. Tasks include: developing activity objectives and workplans; preparing deliverables and monitoring results; and ensuring successful implementation of workplans and budgets.
  • Represent PRB at conferences, events, and meetings and support representation of PRB colleagues. Tasks may include drafting, delivering, and reviewing presentations; taking notes and preparing technical writeups; identifying potential speakers and participants; and supporting the facilitation of in-person, virtual, and hybrid events.
  • Contribute to new business pursuits, including drafting concept notes and proposals.

Qualifications:

PRB is seeking candidates who are highly organized, detail oriented, enthusiastic about their work, resourceful, and collegial. Applicants should have a bachelor’s degree in environmental science, public policy, international development, demography, or a related field plus 7 or more years of progressive relevant experience. An equivalent combination of education and experience will be considered.

Other qualifications for this position include:

  • Knowledge of technical content and actors in climate adaptation policy and programming globally and within low- and middle-income countries. Understanding of the connections between climate adaptation, demography, and gender.
  • Experience with quantitative and qualitative research and data analysis, including accurate synthesis of complex information. Experience distilling, packaging, sharing, and communicating technical data and learning with programmatic audiences.
  • Experience with demographic data and research highly preferred, especially applying population data on settings outside the United States.
  • Professional fluency in English required with full professional proficiency in French strongly preferred. Professional fluency includes the ability to lead and facilitate meetings, conduct interviews, and prepare high-quality correspondence and documents.
  • Cross-cultural competencies including effective and respectful communication in intercultural situations.
  • Ability to perform and prioritize multiple tasks simultaneously, adhering to deadlines and attending to detail.
  • Experience working in low- and middle-income countries, especially in Africa.

The following qualifications are not required but will enhance a candidate’s application:

  • Business development/fundraising experience.
  • Experience working with USAID or USAID-supported projects.
  • Project management experience, including developing workplans, ensuring quality and timeliness of technical deliverables, and managing budgets.
